The background to this is a CDU party conference resolution from 2018 that forbids cooperation with the Left Party and AfD.

However, there is speculation as to whether several CDU MPs could vote for Ramelow in the secret election in the first ballot. Ramelow himself also hopes for it after talks with several Christian Democrats, as he emphasized. This should make possible votes from the AfD superfluous, which would only have the goal of discrediting Ramelow. The AfD itself declared in advance that it would not give the left-wing politician a voice. The FDP parliamentary group does not want to support Ramelow either.

WHAT MIGHT THE LEFT PARTY PLAY INTO THE HANDS?

After weeks of fuss and the political vacuum – Kemmerich is only managing director without a minister in office – many members of the CDU and FDP are likely to long for normality. That would be given with a transitional government under Ramelow and could implement some important projects such as the new state budget by the agreed new election in April 2021. Red-Red-Green already agreed on a joint stability pact with the CDU.

In addition, the election of the prime minister is secret, so that the voting behavior of the Christian Democrats would be incomprehensible. However, this remains fraught with uncertainties until the end.

WHAT DOES A SUCCESSFUL FIRST ELECTURE THREAT?

According to parliamentary group leader Susanne Hennig-Wellsow, the left wants to apply for the state parliament to dissolve itself and for new elections if Ramelow does not receive the necessary majority of 46 votes in the first ballot. If the election fails, a third of the MPs could apply for the premature dissolution of the Landtag in accordance with Article 50 paragraph two – that would be 30 MPs.

Two thirds – i.e. 60 MPs – have to agree to this request. That is a high hurdle. And the CDU, which crashed violently in the latest polls, is currently not interested in a quick election. Perhaps the left is content with a simple majority of red-red-green votes in the third ballot in order to bring Ramelow back to the State Chancellery. In the case of the other groups, abstentions would be sufficient.

HOW WOULD IT GO FROM A FAILED ELECTION?

The motion to dissolve Parliament may be voted on no earlier than the eleventh and no later than the 30th day after the motion has been submitted. If the application to dissolve the state parliament is successful, the early re-election must take place within 70 days. Otherwise Kemmerich would remain in office – and Thuringia caught in the political chaos.
